Preamble
We, the members of the "Association
of Students from Romania" do hereby establish this Constitution in order
that our purpose be realized to its fullest extent.
Article
I: Name
The name of the organization shall be the Association of Students
from Romania, henceforth referred to as "ASTROM".
Article II: Purpose
The purpose of ASTROM is:
to promote the values of Romanian culture;
to create a forum where Romanian issues can be discussed;
to help new Romanian students adapt to the academic and social life in
the USA;
to represent the community of Romanian students in relation with the administration
boards of University of Maryland;
to represent the community of Romanian students at University of Maryland
in relationship with other Romanian student organization from other universities
;
to organize sport activities;
ASTROM understands and is committed to fulfilling its responsibilities
of abiding by University of Maryland, College Park policies.
Article III: Membership
Active membership shall be limited to persons connected with the University
of Maryland, College Park as faculty, staff, registered students or alumni.
Any University of Maryland student may become a member of this organization.
The organization is open to enrollment of a new member at any moment of
the academic year, upon request.
The good standing of a member is determined by the following criteria:
payment in full of financial obligations as determined by organization
active participation in the activities organized by ASTROM
The Executive Board may award the title of honorary member to a distinguished
faculty, graduate or undergraduate student whose achievements serve the
principles of organization.
Any member may withdraw membership by expressing the will to do so in
writing. After withdrawal no member may claim to represent or by any means
express the views of ASTROM.
The organization will not discriminate on the basis of race, color,
creed, sex, disability or sexual orientation.
Article IV: Advisor
The advisor of ASTROM shall be a current faculty member in the University
of Maryland at College Park.
The advisor may call meetings whenever necessary to ensure the proper
functioning of ASTROM. The advisor shall propose and initiate social and
cultural activities in accordance with the purpose of the association mentioned
in Article II.
Article V: Officers
Section 1: The organization will be served by an Executive Board of
three members: a president, a vice-president and a treasurer. Only
active members in good standing may be elected as Executive Board officers.
A member of the organization may have at most one of the positions in the
Executive Board.
Section 2:
The president shall have the following duties: to represent the
organization in official contacts; to supervise the cultural or sport activities
of the organization.
The vice-president shall have the following duties: he will represent
the public relations of the organization, take care of the renewal process,
supervise the web page and e-mail address (es) and replace the president
every time this may be required in one of his/her duties, with president's
approval.
The treasurer shall have the following duties: to supervise the
expenditure of funds and the good standing of organization's account, to
represent the organization with the approval of the Executive Board.
No other member has the right to represent the organization.
Section 3: An officer of the Executive Board may be removed if he is
failing to maintain good standing membership; if he/she resigns; or by
the vote of simple majority of the quorum at a regular meeting.
Article VI: Operating Procedures
Section 1: Only members in good standing may nominate or vote.
Section 2: The Board is elected during the first month of the academic
year and will serve from October 1st to September 30th.
Elections shall be secret ballot and require a simple majority of the members
present at the meeting.
Section 3: If one of the members of the Executive Board resigns or is
unable to serve his duties, he/she will be replaced by a procedure similar
to the election of the members of Executive Board at the next organization's
meeting.
Article VII: Finance
ASTROM will finance the activities it engages by the following means:
1.enrollment fees,
2.regular membership fees,
3.special fees determined in meetings to support organization of a planned
activity,
4.donations, with conditions consistent with the purposes of ASTROM,
5.profits from activities (musical events, parties, lotteries, etc.),
6.profits from the management of the funds of ASTROM (interest, etc.).
The funds will be kept in a special checking account at a Maryland Financial
Institution.
All transactions will be handled by the Treasurer or the President,
with the prior approval of ASTROM.
Article VIII: Amendments
Section 1: Any member of the organization may propose amendments to
the present constitution. The Executive Board has to discuss the proposal
as soon as a meeting of the organization is scheduled.
Section 2: An amendment shall be voted in the form proposed by the Executive
Board, based on a member's proposal. The amendment becomes part of the
present constitution as soon as the majority of the present members are
voting for by secret ballot.
Article IX: Registration Renewal
ASTROM will apply to the Office of Campus Programs for registration
on an annual basis one month after ASTROM's new officer elections.
