As the last shrouds of winter start to lift off at last, warmth of spring begins to awaken air, earth, vegetation and living beings with new life instilled in them with sweet fragrance and green hopes; but this time of year is also special for the festival of colors, Holi. Holi is symbolic commemmoration of victory of good over evil and celeberated through processions, spraying colors on each other and dances in the spirit of brotherhood and jovility. With warm wishes of Holi, I would like to highlight main themes of this newsletter.

Finance minister P Chidambaram presented the Union Budget '05-06 on 28th Feb. This year's much-forward-looking budget is appreciated by experts because of several reasons e.g. restructuring of personal taxes, initiatives in agriculture sector, lowering of import barrier etc. DESI felt need to address this issue through a comprehensive article on budget. To combat global terrorism peace-loving international community need to come together and work in synergy. In this aspect, Indo-Israel relationship is very crucial in understanding the nature of problem both countries face in not-so-different scenario. Dr P.R. Kumaraswamy's article addresses current situation regarding this issue. Third article talks about an interesting historical fact that Mendeleev orginally used Sanskrit prefixes in naming gallium and germanium as Eka-aluminum and Eka-silicon.I hope you would enjoy reading this newsletter. Indian Budget Review 2005-06

The Finance Minister has fulfilled his promise of providing a stable and continued tax regime. He has reduced customs duties from the peak of 20% to lower levels, in line with other Asean nations. The budget proposals announced have lowered corporate / personal taxes and continued with its focus on social commitment.

1) Thrust on infrastructure creation continues with special emphasis on agriculture (irrigation projects). The economic picture is one of growth which looks to be sustainable as many industries are adding capacities.

2) The broad directions given are those of growth continuation.

3) He has walked the tight rope between addressing the CMP and fiscal prudence.

The Chemist and the Grammarian

It is an amusing sidelight of history of chemistry that the original names of gallium and germanium were Eka-aluminum and Eka-silicon, where eka, Sanskrit for one, was used by Mendeleev, the famed formulator of the Periodic Table of elements, as representing beyond. He predicted the existence of these elements in a paper in 1869, and it was the identification of these elements in 1875 and 1886 that made him famous, and led to the general acceptance of his Periodic Table.

There are a couple of theories about why Mendeleev, a Russian from St. Petersburg, used a Sanskrit prefix. According to Professor Paul Kiparsky of Stanford University, Mendeleev was a friend and colleague of the Sanskritist Bohtlingk, who was preparing the second edition of his book on Panini at about this time, and Mendeleev wished to honour Panini with his nomenclature.

Indo-Israeli ties: the post-Arafat shift

When New Delhi and Washington have serious differences over issues such as the Iranian nuclear program, the Iraqi conflict and Syrian support for militant Muslim groups, they converge on Israel.

The end of the Cold War and the recognition of new Middle Eastern realities following the Madrid Conference of 1991 compelled India to reevaluate its sour relations. When the Arabs and Israeli leaders were seeking a negotiated political settlement, there was no reason for India to continue with its cold policy, and formal ties were established in January 1992. After some initial inhibitions, bilateral relations have improved considerably and a number of political, economic and military delegations have visited one another. The relations improved significantly when the right-wing Bharatiya Janata Party (BJP)-led coalition government came to power in 1998. The party's prolonged sympathy for Israel and its determination to move away from the pro-Arab stand of the Congress Party enabled both countries to forge closer ties. More
